摘要
随着医疗改革的不断深入,党中央、国务院出台了《关于支持社会力量提供多层次多梯化医疗服务的意见》等若干政策文件,明确提出鼓励、提倡包括社会力量参与办医在内的多种形式的合作办医实践,体现了国家希望发展社会力量办医的意志和决心,其中2010年-2019年鼓励社会力量参与办医的配套政策,共有13个之多。回顾北京市公立医院近几年合作办医,目前在整个医疗服务系统构成中仍以一二级医院和专科医院为主,主要合作形式包括对口支援、技术合作、委托管理、医疗联合体以及特许经营等几种。在实际合作办医过程中遇到的政策法规变化和不确定性、医院品牌价值合法体现、人力资源管理、医护人员执业、合同条款缺失或不清晰和病案信息管理及患者隐私泄露等方面的风险和问题。应对这些风险应采取严格审批报备,进行公立医院品牌价值评估,完善人员聘任激励制度,合法合规签署合同条款,注意保护患者隐私。
With the deepening of medical reform,the party central committee and the State Council issued a number of policy documents,clearly put forward to encourage,promote a variety of forms,including social forces to participate in to do the medical cooperation in medical practice,embodies the country wants to develop social forces to run medical will and determination,of which from 2010 to 2019 make medical supporting policies,encourage social forces to participate in There are 13 of them.Reviewing the cooperative operation of public hospitals in Beijing in recent years,at present,the whole medical service system is still dominated by primary and secondary hospitals and specialized hospitals,and the main forms of cooperation include pairing support,technical cooperation,entrusted management,medical consortium and franchise operation.The risks and problems encountered in the actual cooperative operation process include changes in policies and regulations and uncertainties,legal embodiment of hospital brand value,human resource management,medical staff practice,missing or unclear contract terms,medical record information management and patient privacy disclosure,etc.To cope with these risks,strict approval and reporting should be taken,brand value evaluation of public hospitals should be carried out,employee recruitment incentive system should be improved,contract terms should be signed legally and in compliance,and patient privacy should be protected.
