The CCP’s mass mobilization work in Shandong anti-Japanese democratic base area

中共在山东抗日根据地的群众动员工作几乎从零开始,历经波折,最终却获得惊人成功,有力地支持了抗日战争和解放战争。以往研究在探索中共群众动员工作成功的原因时,往往只关注“前台”的传播策略和技巧,忽视传播“幕后”的社会历史背景及中共高层复杂的决策、部署、调整过程。研究发现,中共的“幕后”工作对动员成败有着决定性影响。在山东抗日根据地的群众工作中,中共先确立了国共合作前提下独立自主领导群众动员工作的原则,再明确了中央与山东地方在动员工作中的领导关系,最后又智慧地处理了党员干部先进性与群众集体行动自主性之间的复杂互动。在一一调整了这些关系后,中共方掌握了群众动员工作的规律,成功地实现了对山东抗日根据地的群众动员。

The CCP’s mass mobilization work in Shandong anti-Japanese base area started almost from scratch.After twists and turns,it finally achieved amazing success and effectively supported the Anti Japanese War and the War of Liberation.In the past,when exploring the reasons for the success of the CCP’s mass mobilization work,researchers often only focused on the“front-end”strategies and techniques,and ignored the“behindthe-scenes”social and historical background and the complicated decision-making,deployment,and adjustment processes of the CCP’s top leaders.It was found that“behind the scenes”work has a decisive impact on the success or failure of mobilization.In the mass work in Shandong anti-Japanese base area,the CCP first established the principle of independent leadership of the mass mobilization work under the premise of cooperation between the Kuomintang and the Communist Party,and then clarified the leadership relationship between the central and Shandong local governments in the mobilization work,and finally wisely handled the complex interaction between the advanced nature of party members and cadres and the autonomy of collective action of the masses.After adjusting these relationships one by one,the CCP mastered the laws of mass mobilization and successfully realized the mass mobilization in Shandong anti-Japanese base area.
