American Veterans’Continuing Education:Problems,Countermeasures and Insights

在终身教育发展和学习型社会建设视域下,关注退役军人的再教育问题成为国家越来越关注的一个重要课题。美国开展退役军人的教育和培训有着比较丰富的经验,出台了一系列教育援助法案。本研究在论述美国退役军人再教育参与中面临的问题、原因及对策分析的基础上,结合中国实际,提出推进我国退役军人再教育发展的相关启示,即关注退役军人的转换问题,构建多主体参与的社会支持系统;重视退役军人的心理健康,关注退役军人的学业完成度;探索退役军人教育新形式,搭建针对退役军人的远程教育平台;推进法律法规建设,完善退役军人再教育的法律保障体系。

In developing lifelong education and constructing a learning society,problem of veteran-oriented continuing education has been a country’s big concern.The United States has enacted a series of bills to assist its retired soldiers in their continuous education and training,and accumulated a wealth of experiences.This paper makes an analysis of the problems,causes and countermeasures in the continuing education of veterans in the United States,and sheds light on this aspect in China.The paper then proposes some strategies to develop continuous education of retired soldiers,that is,attaching greater importance to the issue of helping them return to a civilian’s life;building up a multi-party-supported social system;addressing their specific problems in mentality and academic completion;establishing specialized online platforms;promoting legislation and enhancing relevant legal guarantee mechanism.
