《榆林府城图》与清代榆林城水患

The Map of the Prefectural City ofYulin and the Flood Problem of Yulin City in Qing Dynasty

大连市图书馆藏《榆林府城图》具有重要的史料价值。通过对该图所绘建筑(刘公祠)和大量注记文字的考证,发现该图实绘制于光绪八年(1882),并非如一些著作所认为的同治二年(1863)或前后;该图也不是一般的"城市图",而是一幅专门的"城市水患治理图"。榆林城的水患问题是清代乾隆年间开始显现并逐步加重的,这与同时期开始的榆溪河上游的土地垦殖高潮直接相关。榆林城的水患案例警示我们,半干旱地区的城市水患问题丝毫不容忽视。

The Map of the Prefectural City of Yulin,now preserved in Dalian Library, has a significant historical value. Based on the research on the building(Liu Gong Ci) and lots of notes in the map, it was actually completed in 1882, not in or around 1863. This map is actually a map of flood control, not a general city map. The flood problem in Yulin City appeared and gradually aggravated during the reign of Qianlong in Qing Dynasty.It was directly related to the climax of land reclamation in the upstream of Yuxi River(榆溪河). As a result, the character of Yuxi River was greatly changed, which eventually affected Yulin City. The case warns us that the city flood problem should not be neglected even in water-scarce areas.
