生态文明建设中公民参与机制异化及治理研究

Alienation and Governance of Citizen Participation Mechanism in the Construction of Ecological Civilization

随着人的活动能力增强,活动范围扩大,自然环境带来的挑战也空前严峻。现阶段,尽管社会治理主体向多元化发展,但我国生态文明建设主要参与者还是政府,公民参与理念虽日渐成熟但也出现了政府意愿单向化、公民参与形式化、参与渠道狭隘化等异化现象。要确保生态文明建设中公民参与机制顺利运行,建议从规范各级政府的行政职能、关注国计民生的生态效益、健全公民参与的激励制度、促进公民社会的健康发展、完善五位一体的发展战略这5个方面来进行治理。

With the enhancement of human activity capacity and the expansion of the scope of activities,the challenges brought by the natural environment are unprecedented severe.At this stage,despite the diversified development of the main body of social governance,the main participant in the construction of ecological civilization in my country is still the government,although the concept of citizen participation is becoming more and more mature,there are some dissimilation such as one-way government will,formal citizen participation and narrow participation channel.In order to ensure the smooth operation of citizen participation mechanism in the construction of ecological civilization,it is suggested to regulate the administrative functions of governments at all levels,pay attention to the ecological benefits of the national economy and the people’s livelihood,improve the incentive system of citizen participation,promote the healthy development of civil society,and perfect the five-in-one development strategy.
