俄罗斯远东新国家规划与中俄地区经贸投资合作

On New National Planning of Far East and Economic,Trade and Investment Cooperation Between China and Russia

俄罗斯远东地区地广人稀、自然资源极为丰富,但又远离国家中心区域、经济发展落后。远东的开发和发展对俄罗斯具有重要战略意义。为了扭转远东地区人口外流,切实提高远东地区人民的生活质量,把经济成果转化为社会福祉,2020年9月,俄罗斯政府批准了《2024年前远东地区社会经济发展国家规划与2035年前景目标》,如果这些规划真正落实,就可以从根本上改变远东经济和社会形势。远东的发展需要引进大量的投资。中国东北与俄罗斯远东地区的经贸投资合作有着天然的地缘优势和区域经济互补优势,双方的成功合作不仅有利于远东地区发展规划目标的实现,也有利于中国东北的新一轮振兴。

The Russian Far East has a large area with few people and abundant natural resources,but has backward economic development because it is far away from the central region of the country.However,the development of the Far East is of strategic importance to Russia.In order to reverse the population outfl ow in the Far East,to eff ectively improve the living quality in the Far East,and to transform economic achievements into social well-being,the Russian government approved The National Plan for the Social and Economic Development of the Far East before 2025 and the Prospects for 2035 in September 2020.If truly implemented,these plans could fundamentally change the economic and social situation in the Far East.The development of the Far East requires the introduction of a great deal of investment.The economic,trade and investment cooperation between Northeast China and the Far East of Russia has advantages in nature,geography and regional economic complementarity.The successful cooperation between the two sides is not only conducive to the realization of the planning goals of the Far East,but to the new round of revitalization of Northeast China.
