生态保护红线区人为活动限制补偿标准及其影响因素--以农户受偿意愿为视角

Compensation Standard and Inf luencing Factors of Human Activities Restriction in Ecological Protection Red Line Area:From the Perspective of Farmers’Willingness to Accept

研究目的:基于农户受偿意愿分析生态保护红线区人为活动限制补偿标准及其影响因素。研究方法:支付卡式条件价值评估法(CVM)和多项Logit模型。研究结果:(1)样本区域农户具有较高的受偿意愿,96.67%的农户愿意接受人为活动限制补偿,75.78%的农户倾向于按受影响程度计算受偿意愿;(2)寻乌县、安远县、郧阳区和房县生态保护红线区农户人为活动限制补偿标准分别为2988.02~3164.53元(/户·年)、2473.25~2560.41元(/户·年)、1884.07~1917.27元(/户·年)和1391.41~1426.34元(/户·年);(3)年龄较大、受教育程度较高、家庭收入较低、家庭支出较低、劳动力数量较少、林地面积较大、政策熟知程度较低、政策作用感知较强、政策支持程度较低、政策公平感知较差以及所在地区为寻乌县和安远县的农户选择按受影响程度计算受偿意愿的概率更大。研究结论:加快建立基于农户参与的生态保护红线区生态补偿机制、制定按受影响程度计算的补偿标准以及充分重视补偿标准的差别化,是推进生态保护红线区人为活动限制政策的重要途径。

The purpose of this study is to analyze the compensation standard and the influencing factors of human activities restriction in ecological protection red line area based on farmers’willingness to accept.Contingent valuation method(CVM)with payment card and multinomial logit model were employed.The results show that:1)96.67%of the farmers are willing to accept the compensation for human activities restriction,and 75.78%of the farmers prefer calculating the willingness to accept according to the degree of restrictions.2)In ecological protection red line area of Xunwu County,Anyuan County,Yunyang district and Fang County,the compensation standards are 2988.02-3164.53 yuan·houshold^(-1)·a^(-1),2473.25-2560.41 yuan·houshold^(-1)·a^(-1),1884.07-1917.27 yuan·houshold^(-1)·a^(-1) and 1391.41-1426.34 yuan·houshold^(-1)·a^(-1),respectively.3)The farmers featuring as older age,higher education level,lower family income,lower family expenditure,less labor force,larger woodland area,lower policy familiarity,stronger perception of policy effect,lower degree of policy support,poor perception of policy fairness and located in Xunwu County and Anyuan County are more likely to choose to calculate the willingness to accept according to the degree of restrictions.In conclusion,it is an important way to accelerate the establishment of eco-compensation mechanism based on farmers’participation in ecological protection red line area,formulate compensation standard according to the degree of restrictions and pay full attention to the differentiation of compensation standard.
