警用无人机执法应用现状、问题与对策

Application Status, Problems and Countermeasures of Police UAV In Law Enforcement

针对警用无人机在公安领域的执法应用现状,通过问卷调查法、专家访谈法研究发现:警用无人机主要应用于大型活动安保、重点部位安防、交通管理、重大刑事案件办理、野外赌博和涉毒案件办理等领域,执法实践中存在巡逻防控、自动接处警、案件侦查、现场指挥、搜索抓捕、武力打击等性能需求,存在性能精细化、智能化、信息化应用不足的问题。提出建立稳定的应用研发合作机制,引导企业做好无人机性能研发;完善法律法规监管制度,提升警用无人机规范执法水平;积极推动执法队伍建设,提升警用无人机执法应用保障能力。

In view of the current situation of law enforcement application of police UAVs in the field of public security,through questionnaire survey and expert interview,it is found that police UAVs are mainly used in the security of large-scale events,security of key parts,traffic management,handling of major criminal cases,field gambling and drug-related cases.In the practice of law enforcement,there are performance requirements such as patrol prevention and control,automatic police reception and handling,case investigation,on-site command,search and arrest,force strike and so on,and also problems of fine performance,intelligence and insufficient information application.This paper proposes to establish a stable application R&D cooperation mechanism to guide enterprises to do a good job in UAV performance R&D;improve the supervision system of laws and regulations and the standard law enforcement level of police UAVs;actively promote the construction of law enforcement team and improve the guarantee ability of law enforcement application of police UAV.
