Research on Immigration Management Issues in the Process of Beijing “Four Centers” Construction

北京“四个中心”建设是疏解非首都功能、推动北京城市发展、打造以首都为核心的世界级城市群的重要举措。优质高效的移民管理工作是建设北京国际交往中心的重要保障。目前首都移民管理工作还存在着服务意识不强、“三非”外国人治理难、移民管理工作信息化程度不高、移民管理队伍建设不完善等问题。贯彻落实习近平法治思想,适应新时期国家移民管理改革趋势,探讨移民管理新理念新方法,探索在京“三非”外国人的治理途径,提出移民管理信息化建设和队伍建设思路,是提高北京城市服务保障能力的有益尝试。

The construction of“Four Centers”in Beijing is an important measure to relieve non-capital functions,promote the development of Beijing city,and build Beijing into a global city.High-quality and efficient immigration management is an important guarantee for the construction of the“Four Centers”.At present,the immigration management of the capital still has problems such as insufficient innovation in service concepts and management methods,difficulty in managing foreigners of“Illegal Entry,Residence and Employment”,imperfectimmigration management intelligence and information system,and lack of immigration management personnel resources.Exploring ways to solve the above problems is a practical implementation of Xi Jinping Thought on the Rule of Law,and also an adaption to the development of national immigration management.
