制度建设是党的建设的关键。新时代党的制度建设立足于全面从严治党的伟大实践,其生成逻辑在于制度建设不仅是政党建设发展的必然趋势,而且也是党制度建设完善的内在要求,同时党有着长期靠制度管党治党的历史实践。新时代党的制度建设有其独特的价值定位,即制度建设不仅关乎国家治理的根本效能,而且保障着管党治党的质量水平,同时也表征着政党治理的价值取向。新时代加强党的制度建设要着眼于制度的设计、建立、落实和清理四大环节,在制度设计上要明确制度建设的理念原则,在制度建立上要完善党内制度的体系维度,在制度落实上要强化制度法规的执行能力,同时要做好相关制度的清理工作。
