美国国家科学基金会的科技伦理教育培训管理制度研究

Research on Governance System of Education and Training for Science and Technology Ethics of the National Science Foundation of America

科技伦理是科技活动必须遵守的价值准则,科技伦理治理已成为促进负责任研究和创新的重要一环。本文通过梳理美国国家科学基金会对参与其资助项目的各类研究人员开展负责任和遵守伦理研究行为的教育和培训相关管理制度,及其开展的负责任和遵守伦理研究行为的宣贯举措,分析其对我国科技伦理相关管理制度的启示,结合我国财政资助科研项目伦理管理现状,提出在我国财政资助科研项目管理中加强对科研人员科技伦理培养和管理的政策建议,为构建具有中国特色的科技伦理治理体系提供借鉴。

Science and technology ethics is a value criterion the must be complied in science and technology activities.Ethical governance of science and technology has become an important part of promoting responsible research and innovation.This article studies the relevant management system of education and training for responsible and ethical research behaviors for various researchers participating in the National Science Foundation(NSF)funded projects in the United States.In addition,the publicity and implementation measures for responsible and ethical conduct of research.The relevant management system of the NSF was analyzed in order to be referenced by China.The current situation of the science and technology ethics management in research projects funded by finance was introduced in China.Finally,the proposals of ethic governance of research funded by natio nal finance in China were advanced.This paper provides some references for formulation of a science-technology ethic-governance system which is suitable for Chinese characteristics.
