江苏省突发公共卫生事件应急能力建设

Study on improving the response capacity of public health emergenciesof Jiangsu Province from the response to the COVID⁃19

新冠肺炎疫情的肆虐暴露出我国在突发公共卫生事件应对方面的诸多问题,包括疫情应急响应机制不够健全、疫情监测预警体系几近瘫痪、疫情应急信息系统缺失、防疫应急物资储备不足与管理滞后以及“平战结合”的医疗应急演练匮乏等。结合江苏省的实际发现,突发公共卫生事件应急指挥协调联动机制需要进一步加强,疫情监测预警机制需要不断完善,疫情应急信息共享机制需要取得零的突破,疫情应急物资管理供应保障机制亟须完善,以及疫情应急演练机制需要率先建立。为此提出建议如下:提高认识,加快形成提升突发公共卫生事件应急能力共识;从应急管理全过程健全全省突发公共卫生事件应急机制;建设江苏疫情监测预警系统,完善运行机制;建设江苏疫情应急信息系统,促进信息共享;部署建设重大疫情应急物资管理供应保障与信息系统;建立健全突发公共卫生事件应急演练的运行机制;拓宽思路创新卫生应急人才培养模式。

The spread of the COVID⁃19 had exposed many problems in China’s response to public health emergencies,including the lack of an emergency response mechanism,the near⁃paralysis of the epidemic monitoring and early warning system,the lack of an epidemic emergency information system,the insufficient stock of emergency supplies for epidemic prevention and the lagging management as well as the lack of medical emergency drills.Considering the status quo of Jiangsu Province,the authors found that the emergency command coordination linkage mechanism for public health emergencies should be further strengthened,the epidemic monitoring and early warning mechanism should be continuously improved,and the epidemic emergency information sharing mechanism should develop.The emergency material management and supply guarantee mechanism for the epidemic should to be improved urgently,and the emergency drill mechanism for public health emergencies should to be established first.To this end,the suggestions are as follows:raising awareness and speeding up the formation of consensus on improving the emergency response capabilities of public health emergencies;improving the province’s emergency response mechanism for public health emergencies from the entire emergency management process;building the Jiangsu epidemic monitoring and early warning system and improving its operating mechanism;designing epidemic emergency information system to promote information sharing;constructing an emergency material management,supply guarantee and information system for major epidemics;establishing and improving the operational mechanism of emergency drills for public health emergencies,and broadening ideas and innovating the training model of health emergency personnel.
