我国公立医院医师绩效考核若干问题探讨

Study on the performance evaluation of cliniciansin China’s public hospitals

2019年出台的《国务院办公厅关于加强三级公立医院绩效评价工作的意见》中明确指出,要强化绩效考核导向,通过绩效考核促进收入分配更科学、更公平,实现效率提高和质量提升,促进公立医院综合改革政策落地见效。切实提高公立医院绩效考核能力,可全面优化医院人力资源配置,提高医疗质量,充分调动医务人员积极性、创造性与主动性,促进医院改革与发展。临床医师绩效界定、引导医师服务行为、调动医师积极性、促进医疗质量持续改进、平衡公益性和经济收入等与医师绩效考核工作密切相关,文章就以上五个问题展开探讨,并提出建议,以期为我国公立医院医师绩效考核体系的进一步完善提供参考和理论依据。

The Opinions of the General Office of the State Council on Strengthening the Performance Evaluation of Tertiary Public Hospitals issued in 2019 clearly pointed out that it is necessary to strengthen the guidance of performance evaluation,promote more scientific and fair income distribution through the performance evaluation,achieve efficiency and quality improvement,and promote the implementation and effectiveness of comprehensive reform policies of public hospitals.To effectively improve the performance evaluation ability of public hospitals can comprehensively optimize the hospital manpower allocation,improve the hospital medical quality,fully motivatethe enthusiasm,creativity and initiative of medical personnel,and promote the hospital reform and development.This paper will discuss the following five issues which are closely related to the performance evaluation of clinicians:defining the performance of clinicians,guiding theservice delivery behavior of clinicians,motivating the enthusiasm of clinicians,promoting the continuous improvement of medical quality,and balancing public welfare and economic income.Suggestions will be put forward in order to provide reference and theoretical basis for the further improvement of clinician performance evaluation system in public hospitals in China.
