在人工智能、区块链、虚拟现实等新兴智能技术的影响下,大学治理需要在智能技术的全面渗透下实现个体、组织与制度的深度融合。从人类社会发展的历史看,技术形态的变迁最终决定着大学治理形态的变革;技术发展的“一切皆可数据化”趋势表明技术智能性与治理科学化之间存在一定的线性关系;数据治理、规则治理和程序智能将成为未来大学治理的主要形态。未来大学治理在个体层面,要通过提高个体的信息化素养和人机竞合能力,全面提升大学治理团队的专业化和职业化水平;在组织层面,要加大对院校数据的价值挖掘与整合力度,努力将各种数据用起来,充分发挥院校研究的价值,为大学决策提供最优方案;在制度层面,要注重大学制度的标准化建设和精细化发展,细化大学制度文本,变原则性规定为程序性规定,增强大学制度的可操作性和提升执行效果。

Under the continuous influence of emerging intelligent technologies such as artificial intelligence,blockchain and virtual reality,university governance needs to be a collection of individuals,organizations and institutions under the comprehensive penetration of intelligent technology.From the long history of human social development,the change of technological pattern ultimately determines the change of university governance pattern;the trend of"everything can be digitized"of technological development indicates that there is a certain linear relationship between technological intelligence and scientific governing;data governance,rule governance and program intelligence will be the main patterns of university governance in the future.In the future,university governance must,at the individual level,improve individual information literacy and human-machine competition and cooperation ability,and comprehensively improve the professional level of university administrators;at the organizational level,make efforts to use all kinds of data,fully tap the value of university data,give full play to the value of institutional research,and provide the best scheme for university decision-making;at the institutional level,pay attention to the university system′s standardized construction and refined development,refine the text of the university system,change the principled provisions into procedural provisions,and enhance the operability of the university system and implementation effects.
