关于建设上海油气管道应急救援基地的若干思考

Thoughts on the Construction of Oil and Gas Pipeline Emergency Rescue Base in Shanghai

油气管道的安全生产工作要求牢固树立安全发展理念,强化红线意识和底线思维,进一步提高防范和应对处置突发生产安全事故的能力。对比部分省(区)“政府引入专业资源”的探索实践,剖析了上海在油气管道专业抢险自主可控方面存在的不足,建议理顺当前油气管道专业抢险关键环节中政府与企业的职责分工,提出了“十四五”期间建设属地化应急救援基地,构建与上海城市定位相匹配的保障体系。

The safety production of oil and gas pipelines requires firmly establishing the concept of safety development,strengthening the red line awareness and bottom line thinking,and further improving the ability to prevent and deal with sudden production safety accidents.This paper analyzes the shortcomings of the city in terms of independent and controllable professional rescue of oil and gas pipelines,compares the exploration and practice of"introducing professional resources by the government"in some provinces(districts),proposes to straighten out the division of responsibilities between the government and enterprises in the key links of professional rescue of oil and gas pipelines,and puts forward the construction of localized emergency rescue base during the 14th Five Year Plan period,to build a security system matching Shanghai's urban positioning.
