摘要
本文以某市招标的一个37.6 km双向四车道一级公路为个案,研究PPP模式下公路工程前期造价的控制与管理策略。通过对PPP模式下的盈利模式进行分析,通过模型分析法研究一种量入为出的量化分析模型,通过个案分析法对该市招标的PPP一级公路项目进行深入量化分析,最终发现诸多现实问题。本文最终认为,在PPP模式下,针对投标过程和金融对接过程的造价工作,投标部门应该在工法选择和成本预留方面做足工作,同时要求相关部门密切配合,以求获得更细致有效的前期工程造价成果。
This paper takes a 37.6 km two-way four-lane first-class highway bidding by a city,studying the control and management strategy of the preliminary cost of road engineering in PPP model.By analyzing the profit model under PPP model,a quantitative analysis model through model analysis method was studied,and a deep quantitative analysis of the PPP primary highway project bidding by the city through case analysis method was conducted,and finally found many practical problems.This paper finally believes that:under the PPP mode,the bidding department should do enough work in the bidding process and cost reserve,and require the relevant departments to cooperate closely,in order to ohtain a more detailed and effective preliminary project cost results.
