后藤新平与“帝都复兴计划”

Goto Shinpei and the “Tokyo Reconstruction Plan”

1923年的关东大地震给日本首都东京市带来了极大破坏。东京的复兴建设成为灾后成立的山本权兵卫内阁的紧要任务。山本内阁的内务大臣后藤新平主导了整个“帝都复兴计划”的制定。后藤新平在城市规划和建设方面有一定的实践经验,以就任东京市长时期提出的“东京市政纲要”为基础,领导帝都复兴院制定了10亿日元预算的政府原案。该案经由大藏省、帝都复兴审议会、议会的层层审议和削减,最终在议会通过,为东京的灾后复兴奠定了重要基础。

The Kanto Great Earthquake of 1923 caused great damage to Tokyo,the capital of Japan.The reconstruction of Tokyo has become an important task of the cabinet of Yamamoto Gonbei established after the disaster.Since Goto Shinpei,Minister of the Internal Affairs,had certain practical experience in urban planning and construction,he led the formulation of the entire“Tokyo Reconstruction Plan”.Based on the“Tokyo Municipal Administration Guidelines”he proposed in his tenure of the mayor of Tokyo,he led the Tokyo Reconstruction Institute to formulate the original government plan with a budget of 1 billion yen.The case was deliberated and reduced by the Ministry of Finance,the Imperial Tokyo Reconstruction Council,and the parliament,and finally passed by the parliament,laying an important foundation for post-disaster reconstruction of Tokyo.
