废铁质油桶和含油金属屑利用豁免规范化管理探讨

Discussion on Exemption Standardization for Iron Oil Drum and Oiled Metal Dross

危险废物管理经过近几年的整治取得了良好效果,修订后的《中华人民共和国固体废物污染环境防治法》和《危险废物名录(2021版)》发布后,遵循减量化、无害化、资源利用和可持续发展理念,把废铁质油桶和含油金属屑列为利用过程豁免管理的危险废物,以往的管理标准不能适应现在要求,全过程管理暴露出新的问题和难点。本文主要针对目前上述危险废物规范化管理方面存在的一些问题,探讨提出可行的建议和解决办法。

After regulating hazardous-waste management for a couple of years now,the policies have yielded good results.Following the guidance of reduction,non-hazardous treatment,re-utilization,and sustainable development,the revised“Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste”and“National Hazardous Waste Inventory(2021)”allow enterprises without Permit for Operation of Hazardous Wastes to handle iron oil drum and oiled metal dross.The previous regulation was not adequate to adapt to the current conditions.New problems and difficulties are revealed in the management of the whole process.This thesis aims to propose feasible suggestions and solutions to the existing standardized management problems for hazardous waste.
