高职院校发展型资助现状与实施路径研究

Research on the Current Situation and Implementation Path of Development-oriented Funding in Higher Vocational Colleges

党的十八大以来,在以习近平同志为核心的党中央坚强领导下,贫困学生接受高等职业教育的机会越来越多,全国职业教育系统的脱贫攻坚也进入全面总攻阶段。这要求高职院校加强顶层设计,及时调整具体的资助实施方案,突出构建发展型资助体系的理念,不仅关注贫困大学生的基本生活保障,更要加强对贫困大学生综合素质和能力的培养,实现由单一的经济资助向集职业能力培养、健康人格重塑、道德品行养成、社会交际能力提升为一体的个性化、可持续、全方位的发展型资助转变。文章基于对发展型资助体系构建需求的解析,总结了高职院校资助管理工作困境,并着重就以精准资助为导向做好贫困生发展型资助管理工作的对策进行了探究。

Since the 18 th CPC National Congress, under the strong leadership of the CPC Central Committee with Xi Jinping as its core, the impoverished students have more and more opportunities to receive higher education. This requires colleges and universities to strengthen the top-level design, timely adjust the specific funding scheme, and highlight the concept of building a development-oriented funding system. We should not only pay attention to the basic living security of poor college students, but also strengthen the cultivation of their comprehensive quality and ability, so as to realize the transformation from a single financial aid to a personalized, sustainable and allround development-oriented financial aid which integrates the cultivation of professional ability, healthy personality, moral character and social communication ability. Based on the analysis of the construction needs of the development-oriented funding system, this paper summarizes the difficulties in the funding management of colleges and universities, and emphatically explores the countermeasures for the development-oriented funding management of impoverished students guided by accurate funding.
