秦代道路安全问题及其治理

Road Safety and Its governance in Qin Dynasty

道路安全问题关乎交通秩序与国家治理,是秦交通行政的重要内容。秦时道路交通存在诸如道桥损坏失修、盗贼杀伤、虎患、物资截留等问题。官府通过强力执法、完善制度等举措对此予以管控,民间百姓出行择吉信仰背后的安全防护观念及协助捕盗活动展现了官民的协同治理。但囿于秦政的急法与重役,终使该问题无法从根本上得到解决,乃至在一定程度上成为推动秦亡的一个因素。

Road safety concerned traffic order and national governance,and was an important part of traffic administration in Qin Dynasty.There were many problems in road traffic in Qin Dynasty,such as the roads and bridges in poor condition and disrepair,thieves killing and hurting people,tiger calamity,and material interception.The government managed and controlled this strictly by enforcing powerfully and perfecting the system.The concept of safety protection and the activities of assisting in catching thieves behind common people choosing an auspicious day to travel reflected the collaborative governance of government and people.Howerver,due to the urgent law and heavy servitude of Qin government,the road problem can not be fundamentally solved,which,to some extent,was one of the factors resulting in the fall of Qin Dynasty.
