提升高校科研人员仪器设备采购话语权的路径探究

Research on Improvement Routes of Instrumentation Purchase Discursive Power of Scientific Researchers in Universities

目前高校科研人员在设备采购中不能充分发挥话语权作用,影响设备采购和使用质量。分析高校科研人员采购话语权的消解情况,指出设备的“异质性”、采购的“惯性”、科研的“即时性”、信息的“不对称性”是消解科研人员话语权的因素。提出精准把握个性化需求,增强科研人员在设备“异质性”中的话语权;聚焦精细化管理,帮助科研人员把控采购“惯性”中的关键话语权;制定科研急需特殊采购政策,提升采购“即时性”情况下科研人员话语权;建设区块链技术采购平台,破解信息不对称对科研人员话语权的消解等建议,提升科研人员在设备招标中的专业话语权。

Currently,the scientific researchers cannot give full play to the role of discourse power in equipment procurement,which may influence equipment purchase quality.This paper analyzes the dissolving of scientific researchers’purchasing discourse power,points that the particularity of equipment,the habit of purchasing,the immediacy of scientific research and the asymmetry of information are the factors that dispel discourse power of scientific researchers.This aper also puts forward the following suggestions:grasping the personalized demand,focusing on delicacy management,formulating the urgent need for special procurement policies,using block chain technology procurement platform to enhance and rebuild scientific researchers’purchase discursive power.
