摘要
养老服务人力资源建设是养老工作的重中之重,当前面临的主要问题有:我国将进入深度老龄化,但家庭照料人力减少,社会养老服务需求不断增加;失能半失能老人数量增加,护理服务人员需求缺口极大;养老服务中高端人才匮乏,人员流失率高等。分析成因有:养老服务的社会认可度不高,人才利用效率有待提升;激励举措近期效果不显著;养老服务供给对政府依赖性高,市场调节作用有待加强;人才培养碎片化;人力资源建设缺少顶层专项规划。建议加强顶层规划,完善培养体系;营造氛围,提升养老服务人员社会地位;激活市场,有效激励稳定就业;智慧养老,提高劳动效率;整合资源,多途径缓解养老照护人力资源需求压力。
The construction of human resources in elderly care services is the top priority in elderly care work.Currently,the main problems we are facing are as follows:China is to enter a deep aging population,but the family care manpower is reduced while the demand for social elderly services is increasing;the number of disabled and semi-disabled elderly people is increasing,and there is a huge gap in the demand for nursing staff;there exists a shortage of middle and high-end talents;the attrition rate of personnel is high,etc.By analysis,the causes are found as follows:the social recognition is not high,and the efficiency of talent utilization needs to be improved;incentives have had little immediate effect;the supply of elderly care services is highly dependent on the government and the regulation of the market needs to be strengthened;fragmentation of talent cultivation;human resource construction lacks top-level special planning.Suggestions are put forward as follows:to make a top-level planning and perfect the training system;to create an atmosphere to improve the social status of human resources;to activate the market and effectively stimulate and stabilize the employment;to provide smart elderly care services to improve labor efficiency;to integrate resources and relieve the demand pressure for elderly care human resources in multiple ways.
