摘要
士官是海军舰艇部队作战训练的主体,专业技术等级考核制度是衡量其专业技术水平的基本制度。目前,这项制度还存在制度设计不系统、配套保障不到位和考核员队伍不明确等问题,建议从制度顶层设计、技术性准备工作、第三方考核员队伍建设三个方面健全考核制度,打牢海军舰艇部队战斗力建设基础。
The sergeants are the main part of naval forces operations and training.The professional and technical grade assessment is the basic system to measure their professional level.Currently,some problems exist in the system such as its unsystematic design,the lack of supporting measures,the inadequacy of the assessment team and so on.In order to consolidate the foundation of combat effectiveness,it is suggested that the system be improved from such aspects as the top-level design,the technical preparation and the construction of the third party examiner staff.
