“三位一体”全过程工程咨询在港科大(广州)项目中的应用

Application of"Trinity"Whole-process Engineering Consulting in the Hong Kong University of Science and Technology(Guangzhou)Project

住房和城乡建设部于2017年5月2日印发了《关于开展全过程工程咨询试点工作的通知》(建市[2017]101号),以及国家发展改革委住房城乡建设部于2019年3月15日印发的《关于推进全过程工程咨询服务发展的指导意见》(发改投资规〔2019〕515号),相关政策的颁发推动了全过程工程咨询业在我国的快速发展。本文以港科大(广州)一期工程为例,组成项目管理、设计咨询、造价咨询为一体(简称“三位一体”)的全过程工程咨询联合体,加强风控预防,降低项目风险,提高项目品质,增强行业价值。

On May 2,2017,the Ministry of Housing and Urban-Rural Development issued the"Notice on Carrying out the Pilot Project for the Whole Process of Engineering Consulting"(Jianshi[2017]No.101),and the Ministry of Housing and Urban-Rural Development of the National Development and Reform Commission issued in 2019 The"Guiding Opinions on Promoting the Development of Whole-Process Engineering Consulting Services"(Fagai Investment Regulation[2019]No.515)issued on March 15th,the issuance of relevant policies has promoted the rapid development of the whole-process engineering consulting industry in my country.This article takes the first phase of the Hong Kong University of Science and Technology(Guangzhou)project as an example to form a whole-process engineering consulting consortium integrating project management,design consulting,and cost consulting("Trinity")to strengthen risk control and prevention,reduce project risks,and improve project quality,Enhance the value of the industry.
