摘要
服务社区教育是学分银行制度体现其优势、推动全民终身学习的必要职能之一。通过文献研究法、问卷调查法探究国内外学分银行服务社区教育的研究与实践情况以及西安市社区教育学员学习成果认证需求,发现通过立法以及院校之间的学分互认协议等法律和措施,能够极大地推动社区教育学员的学分互认和转换。目前,国内多地通过当地的数字化学习网及学分银行平台进行了一些有效的尝试,但在推进过程中仍存在一定的现实困境。西安开放大学在部分社区进行试点,以期发挥学分银行服务和支持社区教育的作用,并为学分银行在社区教育的应用提供参考。
Serving community education is one of the necessary functions of the credit banking system to reflect its advantages and promote lifelong learning for the whole people.Through literature research and questionnaire survey,this paper probes into the studies and practices as regards credit bank service community education at home and abroad,as well as the needs for learning achievement certification of community education students in Xi’an.It is found that through laws and measures such as legislation and credit mutual recognition agreements between universities,the credit mutual recognitions and transformations of community education students can be greatly promoted.At present,many places in China have made some effective attempts through the local digital learning network and credit bank platform,but there are still some practical difficulties in the promotion.Xi’an Open University carries out pilot projects in some communities in order to give full play to the role of credit bank service and support community education,and to provide reference for the application of credit bank in community education.
