“一带一路”倡议中的卫生合作:引导卫生治理模式的转变

Hygienic Cooperation on“the Belt and Road”Initiative:the Transformation of Health Governance Models

化解卫生安全风险,改善沿线地区的医疗卫生水平,促进中国与沿线国家开展卫生领域的科研与产业合作是中国推进“一带一路”卫生合作的现实目的。卫生“安全化”所引发的治理失灵和全球卫生领域出现的新趋势为中国在“一带一路”卫生合作中转变治理模式提供了必要性和可能性。在转变的过程中,中国应当转变自我对身份的设定,规划更加长远的目标,通过理念设定、机制平台建设、推动医药产业合作、统筹中央与地方多部门参与等路径来实现治理模式的创新,进而创造和不断优化全球卫生治理的“中国模式”。

It is an important topic of"the Belt and Road"initiative to promote health governance cooperation between China and countries along"the Belt and Road".For a long time,multiple health governance models centered on different governance bodies were formed in international community.However,in the process of meeting the challenge,these governance models show some defects in the ability and ideas.It is,therefore,necessary to lead the transformation of health governance model based on health cooperation in"the Belt and Road"initiative.It is not only the practical need to improve the problems of health governance in the regions along"the Belt and Road",but also the practical concern to deal with the failure of existing transnational health governance models.At the same time,it aims to enhance China’s leading role in the issue of health governance.In the process of transformation,China should gradually clarify the governance ideas in health cooperation,and improve the construction of health governance mechanism and platform.But beyond that,China should expand the supply of health products on the basis of medical industry cooperation,and form a multi-layer governance model involving multiple governance bodies.
