近年来,我国将挥发性有机物(VOCs)防控作为改善大气环境质量的重点工作,随后各地方政府也相继出台了关于加强挥发性有机物污染防控的地方规章并制定相应污染控制标准。与此同时,随着社会及民众环保意识的不断提高,挥发性有机物排放引起的异味投诉也日益增多,地方生态环境主管部门对涉挥发性有机物排放的环评项目相应提出了更加严格的审批要求。在此大背景下,涉挥发性有机物排放的环评报告,其编制水平需进一步提高。挥发性有机物污染源强核算作为环评编制过程中最重要的内容之一,其作用至关重要,不仅可为建设单位进一步降低大气环境影响、合理设计污染防治措施提供有力基础,也为生态环境主管部门在污染物排放和总量控制方面提供主要依据。

In recent years,my country has made the prevention and control of volatile organic compounds(VOCs)a key task to improve the quality of the atmospheric environment.Subsequently,local governments have successively issued local regulations on strengthening the prevention and control of volatile organic compounds and formulated corresponding pollution control standards.At the same time,with the continuous improvement of society and the public's environmental awareness,odor complaints caused by volatile organic compound emissions are also increasing.Local ecological and environmental authorities have accordingly put forward stricter approval requirements for environmental impact assessment projects involving volatile organic compound emissions.In this context,the level of compilation of environmental impact assessment reports involving volatile organic compounds emissions needs to be further improved.As one of the most important content in the preparation process of the environmental impact assessment,the calculation of the intensity of volatile organic pollution sources is of vital importance.It can not only provide a strong foundation for construction units to further reduce the impact of the atmospheric environment and rationally design pollution prevention and control measures,but also provide ecological and environmental authorities.Provide the main basis for pollutant discharge and total control.
