腐败治理已成为一项国际共识并进入全球议程设置,不同国家和地区的腐败治理与廉政合作实践正构筑起一个互“廉”互通的世界。近四十年中国反腐与廉政的国际合作先后经历了“萌芽期”和“接轨期”,如今已迈向日益成熟的“加速期”。“廉实力”的塑造、廉洁公共产品的供给和中国“国家廉政体系”的建构,分别构筑起中国特色反腐与廉政国际合作的理论逻辑、行动逻辑和制度逻辑,共同推进国家腐败治理的现代化。反腐与廉政的国际合作正面临“廉洁拐点”的机遇和“议题挂钩”的挑战,加快制度创新和增强制度韧性是中国国际反腐败事业不断发展的关键。

Corruption governance has become an international consensus and a global agenda setting.The practices of corruption governance and integrity cooperation in different countries and regions are building a world of mutual″integrity-connectivity″.In the near past four decades,China′s anti-corruption and integrity international cooperation has experienced the″germinating period″and the″convergence period″,and has currently entered into an increasingly mature″acceleration period″.The building of″integrity development power″,the supply of incorruptible public products and the construction of China′s″national integrity system″are respectively developing the theoretical logic,action logic and institutional logic of the anti-corruption and integrity international cooperation with Chinese characteristics,which jointly promote the modernization of the Chinese corruption governance.The international cooperation of anti-corruption and integrity is facing the opportunity of″the integrity turning point″and the challenge of″issues linkage″.Accelerating the institutional innovation and strengthening the institutional resilience are the key elements for the continuous development of China′s international anti-corruption cause.
