Internet Use,Off-Farm Employment and Farmers’Willingness to Classify Waste

提高农户垃圾分类意愿、促进农村垃圾分类治理是改善农村人居环境、建设美丽乡村的关键环节。基于全国大样本数据,利用控制方程法和半参数似无相关双变量Probit模型,实证分析了农户互联网使用与户主非农就业对农户垃圾分类意愿的影响。研究结果表明:(1)农户非农就业与互联网使用决策受到共同因素作用;(2)互联网使用显著提高了农户的垃圾分类意愿,但户主非农就业对农户垃圾分类意愿有负向影响;(3)互联网使用不能够抵消非农就业对农户垃圾分类意愿的负向影响,二者总体影响为负。因此,提高农户垃圾分类意愿,需要加强农村互联网基础设施建设,提高非农就业人员环保意识,改善村居内部环保设施。

Increasing farmers’willingness to protect the environment is one of the keys to realizing farmers’waste classification and beautiful rural construction.Based on the national large sample dataset,this paper employs the control function method and the semiparametric seemingly unrelated bivariate Probit model to empirically analyze the impact of farmers’Internet use and household heads’off-farm employment on farmers’willingness to classify waste.The results show that:(1)farmers’off-farm employment and Internet use decisions are affected by common factors;(2)Internet use has significantly increased farmers’willingness to classify waste,while household heads’off-farm employment is not conducive to raising farmers’willingness to classify waste;(3)Internet use cannot offset the negative impact of off-farm employment on farmers’willingness to classify waste.The overall impact of the two factors is negative.According to the empirical results,to increase the willingness of farmers to sort waste,it is necessary to strengthen the construction of rural Internet infrastructure,increase the environmental awareness of off-farm employees,and increase environmental protection facilities within the village.
