海外重大基础设施运营管理:一个亟待研究的课题

Operation Management of Overseas Mega Infrastructure:An Urgent Study

随着我国进一步的高质量改革开放,我国企业投资的海外重大基础设施越来越多。海外重大基础设施投建营处于复杂的多重制度环境约束下,面临更多的内生与外生风险,并具有准公共产品的性质。通过对现有文献梳理分析发现,海外重大基础设施运营管理是我国学术界亟待研究的一个问题,具体包括构建海外重大基础设施运营案例数据库、运营模式和维护策略的决策、运营风险传导及运营供应链网络运作规律四个方面。这些问题的研究将丰富基础设施运营管理知识体系,深化对海外环境下基础设施运营的科学认知,更好地为我国企业开展海外基础设施投建营实践提供指导。

With the higher quality of reform and opening-up in China,more and more Chinese enterprises are investing in overseas mega infrastructure.These overseas mega infrastructure,by nature,(quasi)public goods,are governed by multiple institutional environment and confronted with more endogenous and exogenous risks.Through literature review,it is found that the operation management of overseas mega infrastructure is an urgent research topic to be studied,including building case databases of overseas mega infrastructure,decision-making on operation modes and maintenance strategies,operation risk transmission,and the rules of operation supply chain network.The expected research results will enrich the knowledge network of infrastructure operation management and theoretically deepen its scientific understanding.Moreover,they will provide guidance for Chinese enterprises to invest,build and operate overseas mega infrastructure better.
