摘要
我国现代化进程中各种风险因素耦合重叠,贝克基于西方视角提出的风险社会理论在中国呈现出高度复合性的本土化特点。在各种社会问题即风险具象的产生和治理的互动之中,风险社会重塑了社区治理的全貌。文章以解决社会问题的社区政策文本作为分析基础,以政策注意力和政策工具作为抓手,在扎根理论的基础上进行文本和数据分析,探索社区从环境、组织、制度和技术四个维度的韧性构建,从而分析社区治理在理念、结构和技术上的复合图景。
In the process of modernization,various risk factors are coupled and overlapped.The risk society theory put forward by Baker based on the western perspective shows a highly complex and localized characteristic in China.With all kinds of social issues or concrete risks emerging and being solved,the overall picture of community governance in the risk society reshaped.The paper tried to analyze the solution of social problems,taking policy attention and policy tools as the starting point to explore the evolution of community governance logic in risk society,and outline the basic picture of community governance.
