With the development of science and technology and the improvement of productivity,the management system of higher education determines whether colleges and universities can achieve good results in the constantly developing field of education,and also determines the knowledge quality that the educated youth can accept objectively.The reform and development of university management system is imminent.This paper discusses the bureaucratization of university management and its practical dilemma.
