摘要
“三供一业”分离移交是国家的重大战略部署,按照要求,必须在政策窗口期内完成。中核建中“三供一业”分离移交有20个项目,地处两市四区一县,基础条件差,涉及户数多,情况复杂。通过前期精心策划和有效的目标控制运用项目管理顺利地推进了项目实施,运用里程碑事件法确保了项目的进度可控,运用三大保证体系确保了成本管控、质量控制,最后分析了分离移交产生的效益。
The separation and transfer of"three supplies and one manage"is a major strategic deployment of the country and must be completed within the policy window period according to the requirements.There are 20 projects in the separation and transfer of"three supplies and one manage"in China nuclear power construction,which are located in two cities,four districts and one county,with poor basic conditions,many households involved and complex situation.Through careful planning and effective goal control in the early stage,the project implementation is promoted smoothly by using project management,the progress of the project is controlled by using milestone event method,and the cost control and quality control are ensured by using three guarantee systems.Finally,the benefits of separation transfer are analyzed.
