转制科研院所技术创新能力评价指标体系的研究与探索

Research on Technology Innovation Evaluation Index System of System-Transformed Scientific Research Institutes

通过研究国内外科技型企业、优秀科研院所高质量发展的共性特征,结合企业技术创新能力评价的现有研究成果,构建符合中国特色的转制科研院所技术创新能力评价指标体系,以此评价引导转制科研院所向着成为国家战略科技力量,服务国家所需,服务产业发展的方向发展。新评价指标体系基于技术创新驱动过程的理论,考虑了科学合理的研发体系、高附加值的技术创新成果、公益性的社会保障效益、创新导向的激励软环境塑造、创新资源的战略性合作机制等特征要素,具有重要的理论创新和实践价值。

Through analyzing the Common features of the development of high quality between the Science and Technology Enterprises and excellent Science and Research Institutes at home and abroad,combining with the enterprise technology innovation ability evaluation of existing research results,this paper build a Chinese characteristics technology innovation capability evaluation index system for the Science and Research Institutes.Guiding Science and Research Institutes to develop towards the direction of becoming a national science and technology strength,serving the needs of the country and serving the development of the industry.The new evaluation index system is based on the theory of technological innovation-driven process,considering scientific R&D system,high value-added technological innovation achievements,public welfare benefits,innovation-oriented incentive soft environment and strategic cooperation mechanism of innovation resources,which has important theoretical innovation and practical value.
