基于江西省三级医院数据的三阶段DEA模型江西公立医院资源使用效率研究

Research on resource utilization efficiency of public hospitals in Jiangxi province based on three-stage DEA model-Based on the data of tertiary hospitals in Jiangxi province

目的测评2017年江西省三级医院资源使用情况。方法从江西省卫生健康委员会系统收集2017年江西省55家公立医院投入与产出的数据,对指标进行筛选后,利用三阶段DEA模型对公立医院的进行效率测评,并分析第一阶段和第三阶段的效率情况。结果公立医院整体综合效率、纯技术效率和规模效率值分别是0.595、0.685和0.867;从不同医院类别来看,综合医院、中医医院、专科医院、妇幼保健院的纯技术效率分别是0.644、0.694、0.629、0.915,规模效率为0.926、0.783、0.757、0.908,综合效率为0.597、0.537、0.477和0.837。结论利用DEA三阶段模型测算医院资源使用效率,更可靠、更真实和更加准确,对提高医院资源使用效率具有重要性意义。

Objective To evaluate the resource utilization condition of tertiary hospitals in Jiangxi province in 2017.Methods The input and output data of 55 public hospitals in Jiangxi province in 2017 were collected from the provincial health commission system.After the indicators were screened,the three-stage data envelopment analysis(DEA)model was used to evaluate the efficiency of public hospitals,and the efficiency conditions of the first and third stages were analyzed.Results The values of overall comprehensive efficiency,pure technical efficiency and scale efficiency of public hospitals were 0.595,0.685 and 0.867,respectively.From the perspective of different hospital categories,the pure technical efficiencies of the general hospital,TCM hospital,specialized hospital and maternal and child health hospital were 0.644,0.694,0.629,0.915,the scale efficiencies were 0.926,0.783,0.757,0.908 and the comprehensive efficiencies were 0.597,0.537,0.477 and 0.837,respectively.Conclusion It is more reliable,authentic and accurate to use DEA three-stage model to calculate hospital resource utilization efficiency,which is of great significance to improve hospital resource utilization efficiency.
