我国3岁以下婴幼儿照护政策分析

Analysis of China’s Policy on Care for Infants and Tod⁃dlers under the Age of 3

婴幼儿照护问题已成为生育配套政策中最为关键的内容。目前,我国0~3岁托育照护服务的供给严重滞后,存在地方政策不平衡不充分、主管部门不清晰、缺乏规范和监管措施、缺少专业(行业)标准等问题。该文提出明确照护和教育主管部门、加强规划和监管、实施家庭育儿减税制度、出台专业标准和依法平等地开展照护工作的解决措施。

The care for infants and toddlers has become the most critical part of the fertility policy.At present,the supply of childcare services for children of 0~3 years old in China is se‐riously lagging behind.There are problems such as unbalanced development of local policies,unclear competent authorities,lack of norms and supervision measures,and lack of profes‐sional(industry)standards.This paper also puts forward mea‐sures to solve the problems,such as making clear childcare and education authorities,strengthening planning and supervision,implementing the tax reduction system for family childcare,and issuing professional standards,and carrying out childcare work according to law.
