新时代中国公共行政的实践逻辑

The Practice Logic of Chinese Public Administration in the New Era

随着中国公共治理实践的不断深化,扎根本土治理经验的公共行政概念、话语、理论正逐步生成,学科已逐渐超越知识"拿来主义"的阶段,在理论比较、对话的基础上,进入建构具有中国特色公共行政话语时期。新时代国家治理体系和治理能力现代化的推进,为公共行政学科的发展提供了理论养分和资源。本文以我国新时代政党与政府治理实践及制度安排为基础,从公共行政的管理体制、运行机制和技术治理等三个层面,讨论近年来公共行政实践所显示的重要特征,分析新时代公共行政立足的价值理念,探讨中国公共行政实践的逻辑意涵,致力于提取、概括公共行政理论发展的理论资源。

With the practice of Chinese public governance continue to deepen, the concept, discourse and theory of public administration based on local governance experience is coming into being, and the discipline has gradually surpassed the "adopting"stage, entering the period of discourse construction of public administration with Chinese characteristics on the basis of theoretical comparison and dialogue. In the process of modernization of China’s system and capacity for governance in the new era, a series of reform practices has nourished and provided resource for the development of public administration discipline. Based on the new era’s governance practice and institutional arrangement of the party and the government, this study discusses critical characteristics of China’s public administration in recent years in regards of managerial institutes, operating mechanism and technological governance, analyses the values the new era’s public administration is rooted in, explores the practice logic of Chinese public administration, and generalizes and extracts nutrients and resources from the practice for theoretical development of public administration.
