摘要
"评估—问责"这种压力取向绩效评估不仅会导致地方政府绩效结构性失衡,而且无法完全解释中国地方政府多维度绩效的改进过程。考虑个体内在动力对于绩效改进的影响,结合中国地方政府治理的特征,提出一个"压力—动力"整合性分析框架,并剖析其生成与传导的逻辑理路。研究表明,地方政府多维度的绩效输出是"压力—动力"配置的结果,压力对绩效存在倒U形影响,绩效对动力是单调递增的收敛函数,压力的传导可能会错位或失效,可以借助于党政嵌入治理的制度优势来调节。新时代的地方政府绩效改进是多维度的平衡发展,在预算约束条件下,有效的策略是寻找最佳"压力—动力"组合。
The pressure of "Assessment-Accountability"may lead to a structural imbalance of local government performance, and it cannot fully explain the improvement process of multi-dimensional performance of Chinese local government. Considering the impact of individual’s internal motivation on performance improvement, combined with the characteristics of Chinese local government’s party-government embedded governance, the paper proposes an integrated analysis framework of "Pressure-Motivation", and analyzes the logical path of its generation and conduction. The research shows that the multi-dimensional performance output of local government is the result of"Pressure-Motivation"configuration. The pressure has an inverted U-shaped effect on performance,and the performance has a monotonically increasing convergence function on motivation. The transmission of pressure may be misplaced or failed, which can be adjusted with the institutional advantages of party and government embedded governance. The performance improvement of local government in the new era is a multi-dimensional balanced development. Considering budget constraints, the strategy for performance improvement of local government is to find the best"Pressure-Motivation"combination.
