摘要
我国老年教育长期游离于国民教育体系之外,一方面,传统国民教育内涵无法融贯包括老年教育在内的全民教育的所有层次和各个阶段;另一方面,老年教育理念陈旧,定位不清,在法规建设、管理体制、资源配置等方面均没有建立起完善的老年教育体制机制。综观全球教育发展趋势,21世纪的国民教育发展正全面吸收终身教育理念,从生命发展的完整性、全面性出发,突破学龄局限和体制障碍,将教育的终身性、多样性和灵活性融入国民教育体系,这为中国老年教育发展提供了新的视野。本文吸取终身教育理念的理论精华,针对目前中国老年教育发展滞后的制度瓶颈,探讨将老年教育融入国民教育体系的管理体制和实现路径,旨在促进老年教育的规范化发展,构建更具国民性和包容性的现代国民教育体系。
Education for elderly people has long been excluded from our national education system.On the one hand,the traditional national education system can hardly integrate all levels and stages of education for all people.On the other hand,the concept of education for all people is unclear and out of date.The corresponding law and regulation systems for better management and proper resource allocation in this field have not been fully established.With the view of global trend of education development,the notion of lifelong education has been widely impacting the national educations in the 21th century,which provides new prospects for the development of education for elderly people in China.Based on the theoretical essence of lifelong education,this article concentrates on presenting the systematic bottleneck and the problems in management in education for elderly people,exploring mechanisms for the integrations of education for elderly people into national education system to promote a better regulated modernized national education system.
