摘要
为适应数字时代的发展要求,加拿大推行了数字政府治理改革。加拿大政府立足于"以公民为中心"的价值理念,对治理结构进行了水平化改革以促进政府部门间和层级间的协同合作,并围绕面向公民的开放治理体系,以开放数据、开放服务和开放参与为路径推动了改革的全面实施。加拿大数字政府治理改革实现了政府运行方式及其与公民互动方式的改变,但是当前的改革依然存在既有制度框架与数字治理需求之间的矛盾。对这一改革实践进行全面分析和深刻反思,将为我国的数字政府治理转型提供有益的启示。
In order to adapt to the development requirements of the digital-era,Canada has implemented digital government governance reform.Based on the citizen-centered value,the Canadian government has carried out the horizontal reform of the governance structure to promote collaboration between the government departments and levels.At the same time,it focuses on the open governance system to implement the reform which contains open data,open service and open engagement.Canadian digital government governance reform has achieved changes in the way the government operates and how it interacts with citizens,but the current reform still has the contradiction between the existing institutional framework and the needs of digital governance.A comprehensive analysis and profound reflection on this reform will provide useful enlightenment for Chinese digital government governance transformation.
