信用信息在工程建设领域招标投标活动中的应用

Discussion on Application of Credit Information in Tendering and Bidding Activities in Engineering Construction Industry

当前工程建设招标投标领域违法违规行为依然存在,严重影响着建设高质量工程战略实施效果。本文阐述了工程建设领域招标投标现状及存在问题,指出监管力量与需求不匹配,信用信息应用不充分。在分析问题原因基础上,探讨了信用信息在招标投标领域的应用范围、应用措施,提出了建议措施,包括建立信用承诺制、强化信用信息公告及公示、加大惩戒范围和力度等。构建以信用为基础的新型监管机制,将信用信息应用于招标投标领域,能够促进市场主体重信守约,破解长期存在的监管难题。

At present,there are still illegal behaviors in the field of construction project tendering and bidding,which seriously affect the implementation effect of the strategy of constructing high-quality projects.This paper expounded the present situation and existing problems of bidding in the field of engineering construction,pointed out that the supervision force did not match with the demand,and the application of credit information was not sufficient.On the basis of analyzing the causes of the problems,this paper discussed the application scope and measures of credit information in the field of tendering and bidding,and put forward some suggestions,including establishing the credit commitment system,strengthening the announcement and publicity of credit information,increasing the scope and strength of punishment,etc.Constructing a new supervision mechanism based on credit and applying credit information to the field of tendering and bidding can promote the market players to abide by the contract and solve the long-term supervision problems.
