摘要
城镇化进程中城乡结合部校车供给受财政乏力、财政占比的政策性分摊主体不明确、监管不到位、驾乘人员安全意识低等因素影响,导致校车供给意愿不足。针对以上问题,实行“步行+校车”的复合型校车供给模式,在一定程度上为城镇化进程中城乡结合部校车供给提供新思路,它既缓解地方政府由校车带来的财政压力,又提升政府的校车供给意愿,还能降低校车事故的发生率,也能提高学生的身体素养。该模式设计与研究具有较为广阔的研究和发展空间。
In the process of urbanization,the supply of school buses in the urban-rural fringe is affected by such factors as weak financial resources,unclear policy-based apportionment of fiscal proportions,inadequate supervision,and drivers and passengers’low safety awareness,which then result in the insufficient willingness for their supply.In response to these problems,the implementation of the compound school bus supply mode of“walking+school bus”,to a certain extent,provides new ideas for the supply of school buses in the urban-rural fringe in the urbanization.It not only relieves the financial pressure of local governments to do so with increasing willingness,but also reduces the incidence of school-bus accidents,and improves students’physical quality.This mode is has a broad scope for research and development.
