摘要
美国高等院校外部质量评价以认证为主,具有非政府性、自愿与必要性、同行性、特色性等特征。英国高等院校外部质量评价经过了完全自治到接受外部质量评价的转变、不同时期评价重点的变化发展,形成了功能不同、有机衔接的外部教育质量评价体系。经过对比,我国高等院校外部质量评价可以通过转变政府职能,发展第三方评价;重视同行评价,突出特色发展;加强评价体系的法制化建设;注重评价体系的多元化与融合性等进行改进。
The external quality evaluation of American colleges and universities is mainly based on accreditation,which is non-governmental,voluntary and necessary,peer-to-peer,characteristic and so on.The external quality evaluation of British higher education institutions has undergone the transformation from complete autonomy to acceptance of external quality evaluation,and the change and development of evaluation focus in different periods,forming an external quality evaluation system with different functions and organic connection.By contrast,the external quality evaluation of higher education institutions in China can be improved by changing the government function and developing the third-party evaluation,emphasizing peer evaluation and highlighting characteristic development,strengthening the legal construction of evaluation system,and paying attention to the diversification and integration of the evaluation system.
