美国图书馆救援法案研究及启示

Research and Enlightenment of American Library Rescue Act

目前美国已经发布两个与疫情期间图书馆救援有关的法案,即CARES和ARPA。本文通过对这两个法案的背景、资金分配等方面的研究,得出我国可将图书馆疫情防范纳入财政预算、使用两种拨付方式覆盖资金需求、联合外部机构满足疫情防控需求以及做好疫情防控资金的法律保障等启示。

At present,the United States has issued two bills related to library rescue:the CARES Act and the ARPA.Based on the research on the background and fund allocation of these two bills,this article got enlightenments including incorporating library epidemic prevention in the fiscal budget,covering funding needs by two appropriation methods,jointing external agencies to meet epidemic prevention and control needs,and doing well in the legal guarantee of epidemic prevention and control funds.
