Analysis of Practical Approach to Fire Law Enforcement Reform

立足消防执法改革工作实际,系统分析与阐释了深化消防执法改革的时代背景。通过政策文本量化分析,从政策主题和政策工具两个角度探讨消防执法改革的建构逻辑。从加快推行“双随机、一公开”监管、信息化智能化建设、部门协同联动与信用监管、安全标准与从业条件等4个方面提出了推动改革进程、落实改革举措的实践建议。

Based on the actual practice of the fire law enforcement reform,the era background of deepening the fire enforcement reform was analyzed.Through quantitative analysis of policy texts,the construction logic of fire law enforcement reform was traced from two perspectives:policy themes and policy tools.It put forward policy recommendations to promote the reform process and implement reform measures from four aspects:implementation of“double random,one open”supervision,information-based intelligent construction,departmental collaboration and credit supervision,safety standards and employment conditions.Ideas for a better understanding of the connotation of fire enforcement reform was provided.
