以城市基层党建引领社会治理的多重逻辑:一个组织学解释--基于对S市辖区街道的观察

Multiple Logics of Social Governance Led by the Party Construction in the Urban Grass-roots:An Organizational Approach——Based on the Observation of Streets in S City

既有对以党建引领城市社会治理的研究,多集中于巩固党的执政根基、搭建合作平台等宏观层面,尚未从基层组织运行角度进行深入分析。基于对S市辖区街道的观察发现,伴随城市社会流动性的增强及基层治理重心的转向,以城市基层党建引领社会治理具有其相应的组织激励逻辑、风险规避逻辑和灵活调适逻辑,有助于实现在政党领导下治理过程中的条专块统、安全把关和灵活调适功能。上述过程同时表明,区分中西方治理的制度情境差异性,进一步提升基层党组织的领导力与组织力仍将是中国城市基层社会治理的核心议题。

The existing research about the social governance led by the party construction in the Urban Grass-roots mainly focus on the macro level of consolidating the party’s foundation of governance and building a cooperation platform,but rarely analyze from the perspective of the operation of grass-roots organizations.Based on the observation of the streets under the jurisdiction of S City,this thesis finds that with the enhancement of social mobility and the change of the focus of grass-roots governance in the city,social governance led by the party construction has its corresponding logic of organization incentive,logic of risk aversion and logic of flexible adjustment,which are helpful to realize the functions of unity of governance,control of safety and flexible adjustment in the process under the leadership of the party.At the same time,the above process shows that distinguish the institutional context between Chinese and western in the process of governance and improve the leadership and organizational power of the party in grass-roots are still the core issue of social governance in urban grass-roots.
