摘要
专业是反腐败机构有效履职的重要条件之一。香港廉政公署反腐队伍的高度专业化主要得益于其基于“专业本位”理念的一套人事管理制度。第一,廉署多达四分之三的人员都隶属专业序列。第二,廉署内设机构依职能而设置。第三,人员招聘与晋升注重专业能力评价与考核。第四,建立分类又分级的专业培训制度。第五,实行与专业职级序列挂钩的薪酬制度。第六,授予专业人员应有的专业权限。内地建立国家监察官制度是国家监察体制改革的一项重要内容,应积极借鉴廉署经验,以切实促进监察官专业化发展。
Professionality is one of the necessary conditions for anti-corruption agencies to perform their duties effectively.The highly specialized team of the Hong Kong ICAC mainly benefits from the professional-centered personnel management system.First,personnel classification is adopted horizontally and five series are established;vertically,rank sequences are set up for each category.Professional staff account for the majority of ICAC;the proportion of personnel belong to general grades is moderate,whose work is highly integrated.The directorate officers’rank is higher than other series.The number of officers is small and their professional competence is strong.Second,the ICAC has a streamlined structure and a detailed internal division of labor.Third,the recruitment and promotion attach great importance to the assessment of professional competence.Fourth,the ICAC has established a classified and graded training system to provide different training contents for personnel of different series and grades.Fifth,a salary system that is linked to the professional rank sequence is adopted.Sixth,professional authority is granted to professional personnel.The personnel management system of ICAC reflects the concept of"professionalism"behind it.ICAC’s personnel management concepts and specific systems have provided important experience for the establishment and professional development of National Supervision Officers.
