公共性理论视域下农村环境治理提升路径研究——基于安徽省L县3村治理经验的调查

How to Improve Rural Environmental Governance from the Perspective of Publicity Theory:Based on a Survey of Governance Experience of Three Villages in L County,Anhui Province

公共性是现代社会治理的实然范畴和重要品质,也是推进社会治理现代化的重要价值取向与实现路向。农村地区作为我国基层治理的重要阵地,提升环境治理成效对于推进农村生态文明建设具有现实意义。本研究基于对安徽省L县3村环境治理经验的考察,从公共性角度将农村环境治理现状归纳为公共空间治理失范、基层治理体系悬浮、公众参与集体冷漠、传统乡土意识式微等多种表现类型。多维探析发现,农村环境治理成效不佳与公共规范弱化、公共组织缺位、公众参与不足、公共精神衰落等因素相关。因此,需要健全公共治理规范制度,强化基层组织建设,成就多元共治格局,引导公众有序参与,同时重唤乡村家园意识,复归传统公德精神,多措并举,共同促进农村环境治理效能切实提升。

Publicity is the actual standard and important quality of modern social governance,as well as the important value orientation and ways and direction for modernization of social governance.As an important position of governance at community level in China,improving the effectiveness of environmental governance in rural areas is of practical significance to promote the construction of rural ecological civilization.Based on the investigation of environmental governance experience of three villages in L County,Anhui Province,this study summaries the current situation of rural environmental governance from the perspective of publicity,such as anomie of public space governance,irresponsibility of governance system at community level,indifference of public participation and weakening of traditional local consciousness.Based on multidimensional analysis,this paper finds that poor effectiveness of rural environmental governance is related to weakening of public norms,absence of public organizations,lack of public participation,decline of public spirit and other factors.Therefore,it is necessary to improve system of public governance norms,strengthen the construction of organizations at community level,achieve a multi-pluralistic and co-governance pattern,guide the public to participate in an orderly manner,and at the same time awaken the sense of village and home and uphold the spirit of traditional public morality.We will take multiple measures to effectively improve the effectiveness of rural environmental governance.
