政府主导型合村并居的异化反思与完善路径——基于史密斯模型的分析

Alienation of Government-Led Village Mergence Based on the Smith Model:Reflection and Solution

合村并居是一项关涉农民居住形态、生活方式、社会保障与乡村组织管理、集体资产等许多方面的深刻变革,具有增强公共服务能力、改善群众居住条件、助推基层组织建设的独特优势。但一些地方政府主导推进的合村并居异化为“民怨工程”,损害农民权益,追求快进冒上,引起广泛争议。基于史密斯政策执行过程模型,可以从政策本身、执行主体、目标群体、政策环境等4个方面研究政府主导型合村并居问题背后的症结与完善路径。

Village Mergence is a profound change related to living form,life style,social security,rural organization and management,collective assets and many other aspects of rural residents.It has unique advantages in enhancing public service capacity,improving living conditions and boosting construction of grass-roots organizations.However,some local governments'efforts to merge villages have become"Public Complaint Project",which is considered to damage rural residents'rights and interests and to pursue rapid development,causing widespread controversy.Based on Smith Policy-Implementation-Processing pattern,this paper study the cruxes and its improvement ways from four aspects:policy,executive agent,target group and policy environment.
