随着新冠疫情的蔓延和加剧,全球经济陷入了深度衰退。贸易保护主义的兴起和逆全球化思潮的加剧使得国际经济运行环境的风险性加大。中美贸易摩擦的升级使得中国所面临的国际贸易环境不稳定性增强。2020年,中国是世界上唯一一个在疫情加剧后经济实现正增长的主要经济体,国内经济运行稳定,且正处于在全面建成小康社会的基础上踏上社会主义现代化国家的新征程。构建以国内大循环为主体、国内国际双循环相互促进的新发展格局为中国应对当前国际局势,实现国内经济转型,推动十四五规划的顺利进行指明了新的方向。文章主要通过研究双循环新发展格局的产生原因和运行机制对双循环新发展格局进行深层次逻辑解析,并提出相应的对策建议,为未来政策的制定提供思路。

With the spread and aggravation of COVID-19,the global economy has fallen into a deep recession.The rise of trade protectionism and the aggravation of counter-globalization trend of thought increases the risk of in⁃ternational economic operation environment.The escalation of trade friction between China and the United States makes the international trade environment facing China more unstable.In 2020,China was the only major economy in the world that has achieved positive economic growth after the outbreak intensified,and the domestic economy was running steadily.China is on a new journey of socialist modernization on the basis of completing the building of a moderately prosperous society in all respects.Building a new development pattern with domestic large circulation as the main body and the domestic and international dual-circulations promoting each other points out a new direc⁃tion for China to cope with the current international situation,realize the domestic economic transformation and pro⁃mote the smooth progress in implementing the 14th Five-Year Plan.This paper carries outs the deep logical analysis mainly through the study of the causes and operation mechanism of the new development pattern of the dual circula⁃tion,and puts forward the corresponding countermeasures suggestions to provide ideas for the formulation of future policies.
